What Is California’s Supplier Diversity Program

In April 2017, the CPUC established a goal of increasing LGBTBE representation in competitive contracts awarded by utilities and other public agencies across the state. To achieve this goal, the CPUC began certifying LGBTQ businesses under the same guidelines as its certified MBEs and WBEs. This means a business can become a certified LGBTQ rock quarry.

Certification includes adding gender identity and sexual orientation to the existing race, ethnicity, religion, age, disability, veteran status, citizen status, geographic location, and political affiliation requirements. The CPUC also added a requirement that LGBTQ businesses must have at least one employee identify as “non-traditional” — meaning someone who does not conform to binary notions of masculinity or femininity.

These changes mean that LGBTQ businesses that already qualify for MBE and WBE status will automatically be considered for inclusion in the state’s supplier diversity program.

These certifications may also help ensure that contractors and suppliers receive a fair shake when competing against other bidders. But before you apply for any of these certifications, you need to understand the legal requirements and what your company needs to do to qualify for each of them. For example, if you’re applying for an MBE certification, you’ll need to show that at least 51% of your employees are members of a protected class. If you’re applying for a WBE or DBE certification, you’ll need documentation showing that your company meets specific financial criteria. You’ll also need to prove that your company is small enough to meet the size requirement for each certification.

AEC Community Celebrates Tony Tavares as Director of Caltrans!

Nearly 300 AEC community leaders from throughout California turned out at the stunning City Club of Los Angeles September 15th 2022 to celebrate Governor Gavin Newsom’s appointment of Tony Tavares as the Director of Caltrans. The event was hosted by 19 Architecture, Engineering, Construction, and Workforce Organizations with the support of numerous sponsors.

The event showcases one of the reasons why California is leading the way, globally, in demonstrating the value, strength, and power of our diverse communities and businesses.

Lynx Cat Mountain Quarry Operations, LLC’s owner, Gina Zatica, had the pleasure of speaking the reception.

Gina spoke about the projects Lynx Cat has been delivering rock to, as well as our construction aggregate products. She addressed a unique challenge faced by her quarry and many other small businesses that support Caltrans, specifically that her business is located in a remote, non-urban setting away from the highly-visible business in LA, San Diego, San Francisco, and Sacramento.

Gina thanked Tony for being an advocate for small, minority, and LGBT businesses, even in less-visible locations. She thanked him on his commitment to moving California and the Nation forward.
